Ok maybe a short and simple explanation, just do it see what happens and anticipate.
Copy your basic layer, call it dust, put a dust and scratches filter on it, pretty heavy, so it goes fuzzy, copy basic layer again, call sharpen, put unsharp mask on it, also very hard;
Put sharpen and dust in extra folder and use blend modes (overlay, soft light) and opacity, until your pleased.
Mask this folder and paint in details from the original.
For real airbrush effect: flatten and make empty layer, fill 50 % grey, put on overlay, and dodge and burn with big soft brush. If you go wrong, paint back with 50 % grey.

Nice shot and work. I understand most of the method. But have never tried pinup glamour work. One thing is ‘mask the folder’ could you explain a bit more?
